Hav Ktën Med (/hav/ /ktɛn/ [silly; absurd] [dash]) is a temperate Large City located in the Anilmet Barony of the Viceroyalty of Rosid.
The name Hav Ktën Med is derived from the Wood Elvish language, as Hav Ktën Med was founded by Êyênm Phiegror, who was culturaly Wood Elven.
Climate
Hav Ktën Med has a yearly average temperature of 7°C (44°F), with its average temperature during the summer being an icy 26°C (78°F) and its average temperature during the winter being a cool -11°C (13°F). Hav Ktën Med receives an average of 208 cm/y (81 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Hav Ktën Med covers an area of nearly 276 km2 (110 mi2), and an average elevation of 3488 m (11443 ft) above sea level.
Overview
Hav Ktën Med was founded durring the late 12th century in winter of the year 1079, by Êyênm Phiegror. The establishment of Hav Ktën Med was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Êyênm Phiegror struck deals with nearby nations and communities to establish Hav Ktën Med as a prison colony.
Hav Ktën Med was built using the conventions of Wood Elven durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Hav Ktën Med is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Hav Ktën Med is buildings are speckled and packed arround spacious paverstone streets with seemingly no patern to them. It appears as if the city's residents simply built streets as they pleased and squeazed buildings in wherever and howeave rpossible, creating an organic, frustrating to navigate, maze of a city. The city rests behind the absurdity that is a thick, timber braced, wall made of clay bricks. While visualy impressive and certainly an astetic, Hav Ktën Med's wall provides no actual defence against siege equipment due to the choice of its cosntruction materials. Even nonexperts can tell the town is trying to impress rather than defend with its walls, towers, and gatehouses. Though admittedly, they do look nice... To primitive tribals who have never seen fortifications before. The city's political statment focused walls are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the citys defences.
Hav Ktën Med has the unmistakable air of a city on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Hav Ktën Med ’s existence was once fed by scholarly pursuits. But the income once drawn in by the works of scribes and academics has dried up and the city is drifting down the stream of history as it dries up. Everywhere about the city one can see abandoned schools, libraries, and other academic structures. Locals can be overheard having academic discussions, as well as talking about scholarly subjects in general. It’s quite clear the city places a lot of value on education and being a learned individual. Even in these times.

Hav Ktën Med possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large City. Hav Ktën Med's grid is powered by a boiler and turbine based power plant.
Hav Ktën Med possesses an older civil lighting system consisting of street lamps. In spite of the Galvanic Grid, these lights continue to use their old fule sources to provide nighttime illumination to all city streets.
Hav Ktën Med has a first rate hospital which caters to anyone in need of long term medical care.
Hav Ktën Med has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Hav Ktën Med has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Hav Ktën Med's natural decorations nor waterways.
Hav Ktën Med has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Hav Ktën Med has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Hav Ktën Med has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes
Hav Ktën Med's town hall was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. Modular elements were often used to form masses representing specific functional zones, grouped into a unified whole.
In Hav Ktën Med snow is warm to the touch and does not melt within city limits. Also it only happens during summer.
The Yeti near Hav Ktën Med are known to be quite timid.
Hav Ktën Med's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves sacrificing an animal to channel Summoning energies of tier 3 via speaking in tongues.
